Job Description

AECOM is seeking a Vice President, Project & Program Management to lead business growth, client engagement, operational performance, and delivery of complex capital programs and projects across the New York metropolitan area. The role will focus primarily on public agency clients, with private-sector relationships and experience considered a strong advantage. 

Position Responsibilities:

  • Provide executive leadership for AECOM’s New York Program and Project Management business, balancing market growth, client service, project delivery, financial performance, and staff development. 
  • Build a culture of leadership, accountability, collaboration, technical excellence, and professional development through active coaching and mentoring. 
  • Drive profitable, collaborative growth of Program Management and Construction Management services across infrastructure, transportation, buildings, aviation, water, housing, education, and other capital markets. 
  • Coordinate portfolio priorities, staffing plans, work-sharing, and resource assignments to provide clients with the appropriate expertise at the appropriate time. 
  • Lead and support multidisciplinary teams throughout planning, design, procurement, construction, commissioning, turnover, and closeout. 
  • Develop and implement Program Management Plans, Project Execution Plans, governance structures, decision frameworks, and delivery procedures. 
  • Oversee project scope, schedule, budget, risk, quality, safety, commercial performance, and client satisfaction across multiple concurrent assignments. 
  • Promote consistent project delivery practices, including work planning, monthly project reviews, forecasting, corrective action, and lessons learned. 
  • Oversee operating budgets and portfolio performance in coordination with business line leadership. 
  • Recruit, develop, engage, and retain high-performing staff; support succession planning and leadership development across the practice. 
  • Lead a sizable team through direct and indirect supervision and collaborate across AECOM offices, business lines, and technical disciplines. 
  • Perform other responsibilities consistent with the role and business needs. 

Business Development & Market Leadership:

  • Develop and execute the New York market strategy for Program and Project Management services in alignment with AECOM business priorities. 
  • Lead client discovery, capture planning, strategic pursuits, proposals, interviews, and negotiations for major opportunities. 
  • Identify and advance new opportunities with existing and prospective clients, including alternative delivery, PMO, program controls, owner’s representative, and construction management assignments. 
  • Contribute to account planning, pipeline development, go/no-go decisions, teaming strategies, and growth forecasts. 
  • Maintain strong industry visibility and represent AECOM in client meetings, presentations, professional associations, and public forums. 
  • Build relationships with private-sector owners and developers to complement the practice’s core public-sector portfolio. 

Client and Team Leadership:

  • Serve as an executive sponsor, trusted advisor, and senior point of contact for agency and client leadership. 
  • Establish and maintain productive relationships with executives, stakeholders, consultants, contractors, community representatives, and regulatory agencies. 
  • Provide strategic guidance regarding delivery strategy, procurement, governance, organizational readiness, risk, schedule, cost, and stakeholder alignment. 
  • Anticipate client needs, resolve escalated issues, and ensure commitments are met with responsive, high-quality service. 
  • Client-focused executive who builds trust and converts relationships into long-term partnerships. 
  • Growth-oriented leader who connects market strategy, pursuit discipline, operational execution, and financial performance. 
  • Collaborative people leader who develops talent and mobilizes resources across a matrixed organization. 
  • Decisive program leader who can navigate complex stakeholder environments and drive successful outcomes. 

Client Experience:  Public and Private 

  • New York City agencies and authorities, including DDC, SCA, NYCHA, DEP, DOT, EDC, and other mayoral agencies. 
  • Regional and state entities, including the Metropolitan Transportation Authority, Port Authority of New York and New Jersey, DASNY, and New York State agencies. 
  • Federal agencies and other public authorities responsible for complex capital programs. 
  • Real estate developers and commercial or mixed-use owners. 
  • Higher education and healthcare institutions. 
  • Aviation and transportation operators. 
  • Data center, corporate campus, and major infrastructure developers. 

Qualifications

Minimum Qualifications:

  • BA/BS in engineering, construction management, architecture, or a closely related discipline plus 12 years of related experience or demonstrated equivalency of experience and/or education, including 4 years of leadership
  • 15 plus years of relevant experience in program management, project management, construction management, design management, or capital program delivery. 
  • Demonstrated leadership of large, complex, multidisciplinary capital projects or programs in the New York metropolitan market. 
  • Professional Engineer (PE), Registered Architect (RA), Project Management Professional (PMP), Certified Construction Manager (CCM), or DBIA certification.

Preferred Qualifications:

  • Master’s degree in engineering, construction management, architecture, business administration, or a related field.
  • 15 or more years of relevant professional experience, including at least 6 years of supervisory or business leadership experience. 
  • Proven experience with business development, client relationship management, pursuit leadership, team building, and financial performance. 
  • Working knowledge of public-sector procurement, contracting, capital planning, project controls, risk management, design and construction delivery, and regulatory coordination. 
  • Excellent executive communication, presentation, negotiation, decision-making, and relationship-management skills. 
  • Experience leading major programs using design-bid-build, design-build, construction management, progressive design-build, or other alternative delivery methods. 
  • Established relationships within the New York capital programs market.
