Position Summary + Scope of Responsibilities
The Vice President of Data & Quality provides strategic leadership for True Rx's enterprise data ecosystem, ensuring data is accurate, governed, accessible, trusted, and effectively leveraged to support organizational decision-making. This role is responsible for establishing and executing the enterprise data strategy across data architecture, engineering, governance, quality, business intelligence, self-service analytics, and AI-enabled insights. The Vice President of Data & Quality partners closely with senior leaders across the organization to transform data into a strategic asset that drives operational excellence, regulatory compliance, growth, and innovation.
Principal Roles and Responsibilities
Enterprise Data Strategy
- Define and lead True Rx’s enterprise data strategy across architecture, engineering, governance, reporting, analytics, and AI-enabled insights.
- Translate company priorities into a data roadmap that supports operations, client service, compliance, growth, finance, clinical, and executive decision-making.
- Move the organization from reactive reporting to trusted, self-service information and actionable insights.
Division Leadership
- Lead three core functions: Data Services and Architecture, Data Analytics/Insights, and Enterprise Data Governance & Quality.
- Create clear swim lanes between technical data services, business-facing insight delivery, and governance/quality accountability.
- Establish priorities, service expectations, documentation standards, operating rhythms, and measurable outcomes for the division.
- Provide the vision for data ecosystems that are modern, scalable, secured, discoverable, actionable and own/execute the vision
Architecture, Engineering, and Platforms
- Oversee data architecture, data warehouse strategy, integrations, pipelines, technical metadata, and system synchronization.
- Ensure data platforms are scalable, reliable, secure, and aligned to business and compliance needs.
- Ensure backend implementation follows approved business logic, governed definitions, and quality expectations.
- Establish clear source of truth and source of information assets with clear labels so everyone in the company understands what data assets to use and the source
BI, Self-Service, and AI Insights
- Drive the transition from request-based reporting to governed self-service dashboards, certified datasets, and decision-support resources.
- Ensure business units can access information needed for their roles without unnecessary dependency on analysts for routine questions.
- Promote practical AI-enabled insights for trend identification, anomaly detection, narrative summaries, and recommended next actions.
- Collaborate with in-house AI teams to bring the AI enabled insights to reporting modules to promote self-service
- Drive descriptive, predictive and prescriptive frameworks to support growth and care for the patients
Governance and Data Quality
- Sponsor the enterprise data governance operating model and ensure governance has authority, adoption, and executive support.
- Ensure True Rx data is consistently defined, governed, trusted, and aligned across business processes, systems, integrations, and reporting platforms.
- Establish quality scorecards, governance routines, stewardship expectations, and escalation paths.
- Establish dataops (data operational) oversight process that can clearly show the quality of the data across the enterprise via dashboards in real-time
Cross-Functional Partnership
- Partner with business leaders to identify critical data domains, decision needs, and operational pain points.
- Partner with compliance, legal, security, IT, AI and operational leaders where data accuracy, reporting, access, auditability, or regulatory risk is involved.
- Ensure the data division is viewed as an enterprise capability that enables every team to operate as Health Strategists.
Minimum Requirements (Experience + Education)
Education and Experience
- Bachelor's degree in Information Systems, Computer Science, Data Analytics, Business Administration, Healthcare Administration, or a related field; equivalent experience may be considered.
- Significant experience leading enterprise data, analytics, business intelligence, data engineering, or technology functions.
- Experience developing enterprise data strategies, governance frameworks, reporting platforms, self-service analytics, and data quality programs.
- Strong knowledge of data architecture, integrations, data warehousing, and business intelligence solutions.
- Experience leading leaders, managers, and cross-functional teams in complex organizations.
- Healthcare, PBM, pharmacy, claims, benefits, or other regulated industry experience preferred.
Knowledge, Skills, and Abilities
- Strong knowledge of enterprise data strategy, governance, analytics, business intelligence, and data quality best practices.
- Ability to translate business objectives and complex requirements into scalable data and technology solutions.
- Ability to drive organizational change and foster a data-driven decision-making culture.
- Knowledge of self-service analytics, AI-enabled insights, modern data platforms, and governance frameworks.
- Strong strategic thinking, problem-solving, and organizational skills with the ability to balance business, technical, regulatory, and user needs.
