Coordinates USACE RMMR repair and modification service orders for DoD fuel facilities. Develops technical scopes, cost estimates, schedules, logistics plans, and project packages; reviews specifications for compliance; coordinates clients, subcontractors, engineers, and field personnel; audits invoices and submittals; manages project closeout and service order status. The role also supports meetings, contract compliance, and occasional domestic site visits.

Supports federal NEPA reviews, including environmental assessments, impact statements, categorical exclusions, public involvement, agency coordination, and administrative records. Integrates interdisciplinary resource analyses, drafts technical and regulatory documents, tracks comments and commitments, and supports project schedules, budgets, quality control, subcontractors, and proposals. Coordinates with federal agencies, regulators, tribal representatives, technical specialists, and stakeholders. Conducts site visits and provides guidance to junior staff while ensuring compliance with customer procedures and environmental requirements.

Leads complex federal NEPA reviews, including environmental assessments, impact statements, categorical exclusions, alternatives analysis, public involvement, consultation, and decision documents. Advises federal clients, manages interdisciplinary teams, schedules, budgets, risks, subcontractors, and quality control. Coordinates agencies, tribes, regulators, stakeholders, and counsel while preparing defensible environmental documentation. Mentors staff, supports proposals, and conducts site visits. Requires extensive federal NEPA experience, strong technical writing, project leadership, Microsoft 365 proficiency, travel availability, and ability to obtain required federal access or clearance.
