Job Description

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.
The Compliance Specialist is responsible for ensuring that all program operations and professional development initiatives align with regulatory compliance standards, including those set forth by the Department of Youth and Community Development (DYCD). This role plays a critical part in maintaining program integrity, overseeing adherence to policies and procedures, and mitigating compliance risks.
The ideal candidate will develop and implement training programs that educate staff on compliance requirements, conduct audits to ensure regulatory adherence, and provide ongoing guidance to support best practices. By fostering a culture of compliance and continuous improvement, this position enhances program quality and operational efficiency across youth services programs. Regulatory Compliance & Licensing Support: Assist in maintaining accurate record-keeping systems for compliance tracking, including School-Age Childcare (SACC) license information such as status, expiration dates, and slot capacity. Provide support to program providers with licensing renewals and applications. Monitor and report on licensing status, highlighting any compliance issues that require attention. Serve as a resource for interpreting and implementing program regulatory requirements, including CACFP meal service compliance. Establish and maintain strong partnerships with key stakeholders such as the Department of Education (DOE), Department of Health and Mental Hygiene (DOHMH), and other regulatory agencies. Assist providers with candidate compliance procedures, following established protocols with program units and CACFP. Facilitate clear and effective communication between programs and external partners to ensure alignment with compliance requirements, educational policies, and public health standards. Professional Development & Compliance Support: Assist in designing, coordinating, and facilitating professional development sessions that align with compliance requirements, including those for DYCD Youth Services Program Units and CACFP Unit. Support the development and presentation of compliance-related training for program management units and service providers. Address topics such as program quality, safety, supervision, and operational best practices to enhance overall compliance. Conduct periodic assessments of training content to ensure alignment with evolving regulatory standards. Assist in identifying and implementing strategies that promote continuous improvement and program quality incentives. Conduct site visits as needed to provide on-site compliance support. Collaboration & Communication: Work closely with program leaders, trainers, and compliance teams to enhance staff understanding of compliance obligations. Support internal and external teams by sharing resources, knowledge, and technical guidance on compliance-related matters. Program Participation & Special Projects: Participate in team discussions and collaborative efforts related to compliance and program operations. Share best practices and provide technical support as needed to enhance compliance across youth service programs. Provide guidance on expectations, program standards, and regulatory requirements through structured training and workshops. Assist in the implementation of special initiatives, including professional development activities, program site visits, and operational improvements.

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
