Job Description

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.
The DOC seeks to recruit a highly motivated Human Resources Compliance Specialist to join the Human Resources Compliance Unit. The Human Resources Compliance Unit is responsible for investigating and adjudicating compliance matters for non-uniformed employees. This includes conducting background checks on non-uniformed prospective candidates for hire. Presenting Step I disciplinary cases to the Non-Uniform Disciplinary Committee for penalty recommendation. Conducting Step I disciplinary hearings as applied to non-uniformed employees. Tracking and enforcing New York City's Employees' Residency Requirements. Administering and monitoring federal compliance with the Prison Rape Elimination Act (PREA) as applied to all agency staff. Duties of the Human Resources Compliance Administrator include:
- Send weekly totals for Step I Hearings, Non-Uniform Disciplinary Committee, and onboarding cases for the Deputy Commissioner of Human Resources Review
- Act as an agency liaison for the COIB Annual Financial Disclosure
- Redact and analyze confidential discovery for accuracy
- Draft various ad hoc memorandums for HR Compliance
- Maintaining the unit calendar in outlook for all Step I Hearings, upcoming meetings for the unit and the Director of HR Compliance
- Scheduling Step I Hearings, contacting members of service, union representatives and union attorneys regarding Step I Hearings
- Send out Step I Hearing reminders to members of service and union representatives
- Sending out discovery documents to Members of Service and Union Representative/Attorneys via USPS certified mail and electronically
- Complete Closing Memos after Step I Hearings are conducted
- Proofreading various documents which includes but is not limited to onboarding memos and Step I Determinations
- Assist with preparation and managing presentation materials
- Communicate and handle incoming and outgoing electronic communications and written correspondence
- Maintain tracking mechanisms for data and document collection and storage
- Perform employment verification investigations and draft investigation reports
- Perform Step I Disciplinary Investigations and ad hoc investigations when needed
- Perform general office functions and related duties as needed

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
