About GovPilot:

GovPilot provides cloud-based software solutions to local governments, aiming to make our communities better places to live and work. As a mission-driven company, GovPilot is committed to creating impactful technology that serves the public good.

We are looking for team members who take pride in their work and seek to consistently improve themselves, their skills, and their knowledge. If this sounds like you–and the type of work environment where you’d thrive–we hope you’ll join us!

What We Offer:
  • Competitive salary.
  • Unlimited PTO.
  • Flexible working hours and remote work options.
  • Comprehensive health, dental, and vision insurance.
  • Professional development opportunities and learning budget.
  • Home office and IT budget.
  • Supportive team environment.
  • The chance to work on innovative projects with cutting-edge technologies.

The Position:
We're looking for an experienced People Operations Manager to own the full breadth of HR operations for our growing organization. This person has previously managed HR for a 100+ person company, or a comparable vertical/business unit within a larger organization, and is comfortable operating across both the strategic and tactical sides of HR — from policy and employee relations down to the details of payroll and benefits administration.

Our workforce is global and blended — a mix of full-time employees, Employer of Record (EOR) arrangements, and independent contractors across multiple countries — and we currently operate through a PEO (Rippling). Experience navigating that kind of complexity, and comfort with the compliance nuances it creates, is essential to this role.

What You Will Own:

  • HR Operations & Compliance. Own day-to-day HR operations across the full employee lifecycle — onboarding, offboarding, leave administration, benefits, and compliance with federal, state, and local employment law.
  • Payroll & Tactical HR. Be hands-on with the tactical side of HR, including payroll processing and troubleshooting, benefits administration, and PEO relationship management (currently Rippling).
  • Global Workforce Management. Manage HR processes across a blended workforce of FTEs, EOR employees, and contractors in multiple countries, ensuring each classification is handled correctly and compliantly.
  • Employee Relations. Serve as a trusted point of contact for employees and managers on HR matters, including performance issues, workplace concerns, and conflict resolution.
  • Policy & Documentation. Maintain and evolve employee handbooks, policies, and HR documentation to stay current with a growing, multi-state, multi-country workforce.
  • HR Systems & Reporting. Own HR systems administration (Rippling), ensuring accurate records, and provide reporting/metrics to leadership as needed.
  • Finance Partnership. Work closely with the CFO on headcount forecasting, compensation administration, and budget-related HR matters.

What You Bring:

  • 5+ years of progressive HR experience, including prior ownership of HR for a 100+ person company or a comparable-sized business unit.
  • Strong working knowledge of global workforce structures — FTEs, EOR arrangements, and independent contractors — and the compliance considerations that come with each.
  • Direct experience working with a PEO (Rippling experience a plus).
  • Comfortable and capable handling tactical HR functions personally — payroll, benefits administration, systems — not just overseeing them.
  • Solid grounding across all core HR disciplines: employee relations, compliance, recruitment, performance management, compensation, and HR systems.
  • Excellent judgment and discretion in handling sensitive and confidential matters.

What Makes You Stand Out:

  • Experience in a fast-growing startup or SaaS environment.
  • SHRM-CP or PHR certification.

Practicals:

  • You'll report to: Chief Financial Officer
  • Location: Remote (US)
  • Start date: As soon as possible
  • Status: Full Time/Exempt
  • Hiring Timeline: We expect to keep this posting open for 4 weeks.
  • Please note: GovPilot is unable to sponsor or take over sponsorship of an employment visa at this time.
