Portfolio Oversight Project Manager

The New York City Housing Authority’s Real Estate Development Department is responsible for reinvesting in, restoring, and rebuilding publicly controlled affordable housing across New York City. The department advances this work by securing capital sources and operational expertise through public private partnerships that preserve affordability, protect resident rights, and strengthen long term asset performance.
A core initiative of the department is the Permanent Affordability Commitment Together (“PACT”) program. PACT leverages the federal Project Based Section 8 platform to generate capital for comprehensive rehabilitation and long-term preservation of NYCHA communities. Through PACT and related initiatives, the department oversees large scale investments that modernize housing, stabilize operations, and support inclusive, resilient neighborhoods.
The Project Manager will play an important role in supporting the department’s work by monitoring asset performance, coordinating compliance and reporting, and supporting the long-term sustainability of the portfolio. The Project Manager will work under the direction of the Vice President of Portfolio of Oversight, with latitude for independent judgement and decision-making. They will support routine reporting processes and compliance with the terms of various deal-related agreements for PACT projects, including reviewing monthly and periodic reporting received from PACT partners, monitoring PACT partners' adherence to NYCHA standards, conducting analysis, and other related activities.
Key Responsibilities:
- Support the routine collection, analysis, and distribution of critical information about the PACT program by coordinating with PACT partners on reports that relate to their performance in the following general areas, among others: maintenance and repairs, building performance, tenancies, vacancies, and social services.
- Ensure required reports are received from all partners on time and provide support for validating the accuracy of information received by setting expectations about reporting scopes and timeframes with PACT partners, and following up with them as needed to clarify and reiterate those expectations and hold them accountable if expectations are not met.
- Engage with PACT partners to gather additional information based on trends or observations made while reviewing reports.
- Create and implement effective data collection and reporting procedures to ensure accuracy and timeliness.
- Identify process bottlenecks, operational trends, and areas for business improvement relating to reporting.
- Prepare analyses, summaries, reports, and briefing materials as requested relating to PACT partner performance and status, and provide regular status updates to team leadership upon request.

1. Due to the existence of a civil service list, candidates must have civil service status in the title of Housing Development Specialist to be considered.

HOUSING DEVELOPMENT SPECIALIST - 22507

1. A baccalaureate degree from an accredited college or university and two years of full-time, satisfactory professional experience in planning, analysis, coordination and/or development of housing projects or programs; or

2. Graduate study from an accredited college or university in the field of urban studies, city planning, real estate development, public administration, public policy, finance, community organization, architecture, or urban design, may be substituted for up to one year of the required experience on the basis of 30 credits for one year.
However, all candidates must have at least a baccalaureate degree and one year of the experience described in "1" above.
