Job Summary

JRM is seeking a proactive, highly organized Pursuit Manager to lead opportunities from initial intake through proposal submission and post-bid coordination. As the key point of contact for clients and internal teams, you will bring clarity to requirements, keep contributors aligned, and ensure complete, accurate proposals are delivered on time. 

Working closely with Business Development, Senior Project Leadership, Estimating, and Marketing, you will guide Requests for Qualifications (RFQs), Requests for Proposals (RFPs), and related client deliverables. This role combines pursuit coordination, technical content support, and quality review, partnering with Marketing Specialists to develop proposal packages. 

Responsibilities and Duties

• Manage assigned pursuits from intake through proposal submission and post-bid follow-up, serving as the primary point of contact for clients and internal teams
• Define requirements and deadlines by reviewing RFQs/RFPs, communicating content responsibilities, and proactively following up with contributors to keep deliverables on track. 
• Coordinate project walk-throughs and team assignments, working with clients, estimators, and staffing leads to ensure the appropriate project team is engaged. 
• Partner with Marketing to coordinate proposal development, working closely with the Marketing Manager and assigned Marketing Specialist responsible for assembling the submission package. 
• Support technical content development by requesting schedules, logistics plans, and project approaches from technical leads and helping refine clear, client-focused proposal narratives. 
• Keep pursuit information current by communicating addenda, RFI responses, and deadline changes, while supporting coordinators in maintaining accurate tracking and records. 
• Review completed proposals for accuracy, completeness, and compliance with client requirements, resolving missing information or errors before submission. 
• Manage proposal delivery, submitting complete packages by the required deadlines. 
• Lead post-bid coordination, including follow-up questions, best and final offers (BAFOs), and pricing updates, with Marketing support for revised deliverables. 
• Improve pursuit workflows and content alongside Marketing and leadership, including AI-assisted drafting for technical lead review as new tools are introduced. 

Qualifications 

• 8+ years of proposal or pursuit management experience in construction, engineering, architecture, or related professional services. 
• Proven experience leading large, complex RFQ/RFP submissions and coordinating cross-functional contributors through demanding deadlines.  
• Understanding of construction operations and technical proposal requirements.  
• Bachelor’s degree in marketing, communications, business, or a related field preferred.

• Experience using online bidding platforms such as Procore, PMWeb, Ariba, Ivalua, or comparable systems.

Salary Information

• To the extent this position is performed in New York City, the annual salary range for this role is $150,000 - $160,000.
