Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY RANGE OF $69,880.00- $97,728.00.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The Administration for Children’s Services (ACS) Office of Child and Family Health (OCFH) delivers direct medical care to children entering foster care, clinical support and guidance to child welfare staff, and ensures that the physical and mental health care provided to children and youth in ACS custody is comprehensive and appropriate. Within OCFH, the Mental Health Coordination Unit (MHCU) is responsible for tracking acute inpatient psychiatric hospitalizations of children (under 18) in ACS custody and coordinating related case planning activity. The team also provides assistance, guidance, advocacy, and support to case planners and provider agency staff. In addition, MHCU is responsive to the needs of partners in the mental health system, hospitals, and other stakeholders. MHCU works closely with other divisions and offices within ACS including Family Permanency Services, Child Protection, Youth and Family Justice, Family Court Legal Services, and Office of the General Counsel.
Reporting to the MHCU Director, the Mental Health Supervisor will:
- Supervise a team of four to nine staff, Reservists, and student interns. Manage daily operations of the unit including oversight of emails in shared mailbox, assignment of workload, and monitoring requests. Schedule team visits and meetings.
- Perform administrative duties including approving Citytime timesheets and leave requests, managing unit coverage, completing tasks and standards and performance evaluations, and renewing consultant contracts.
- Ensure that MHCU staff is helpful and responsive to individual and hotline requests, that database entries, reports, logs, and lists are accurate and timely, and that all case records are current, complete, and stored securely.
- Prepare and submit periodic and ad-hoc reports to senior administrators and funders. Plan and conduct presentations as needed.
- Assist with creating new forms, protocols, and business processes. Design and execute methodology for additional data reports utilizing MHCU database. Interpret
and evaluate data and perform quality assurance checks. Recommend enhancements and new needs for database; lead identified projects with ACS Office of Information Technology.
- Respond to foster care agencies regarding questions about data reports and training needs; co-facilitate training sessions on policy, case practice, mental health
resources, and data collection.
- Provide case-specific consultation, assistance, and advocacy, clarify policies, and prioritize urgent case conferences to help resolve cross-systems issues with staff from hospitals, child welfare, state/city agencies, and the mental health system.
- Represent and cover for the Director as needed on communication with key ACS divisions, liaisons at 24 foster care agencies, all acute psychiatric hospitals with child and adolescent inpatient units, and the New York State Office of Mental Health.
- Participate in monthly virtual meetings with foster care agencies and virtual meetings with hospitals and OMH every two months. Facilitate these meetings when the Director is unavailable to do so.
- Complete other duties as assigned.

Qualifications

A baccalaureate degree from an accredited college and two years of full-time satisfactory experience in social casework, at least one year of which must have been in a supervisory capacity.
