Revenue Analyst, Bureau of Revenue

The Finance Division at DOHMH has central responsibility and authority for all the finance, contracting, procurement, payroll, and revenue functions of the nation's largest local health department. DOHMH has approximately 7,000 employees and serves the nation's largest city of 8.8 million New Yorkers. Finance oversees policy analysis, program development, performance improvement, financial management, resource maximization, and technical assistance. Finance helps to ensure that programs and operations have the information, analysis, funding, and capacity to deliver critical services effectively and meet DOHMH's health and racial equity objectives. The Revenue Analyst position will be responsible for forecasting, monitoring, and working with the divisions and their budgets to ensure proper spending.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
-Responsible for the monitoring and tracking of Mental Hygiene state aid expenditures.
-Responsible for the agency’s Article 6 claim submissions to state.
-Research and understand Public Health Law, regulation, and state guidelines. Includes tracking changes in regulation and guidelines.
-Work closely with internal personnel for al contract, budget, and payment data to ensure claims are efficiently processed and meet due dates.
-Maximize agency reimbursement by ensuring al expenditures are captured and reported accurately in claims.
-Reconcile DOHMH submitted claims after state approval.
-Reconcile and submit consolidated claim reports (CCR) to state agencies as needed.
-At various points, reach out to providers and outside grantors for additional claim related information via phone or email.
-Ensure all monthly, quarterly, and annual revenue targets and goals are met.
-Perform quantitative analysis on spending and revenue pa terns while providing management with scenario analysis and trends.
-Identify all claiming discrepancies and disallowances while providing timely resolutions.
-Responsible for accurately maintaining monthly, quarterly, and year to date reports and schedules.
-Ensure full compliance with all Federal, State, and City policies and procedures.
-Collect and research information to develop comprehensive reports and documents for agency use.
-Create accurate billed and unbilled receivables and appropriately realize payments in the City’s Financial Management System (FMS).
-Participate in the fiscal year end close activities including, but not limited to, providing estimate revenue accrual amounts and supporting documentation, write-offs, creating and/or approving unbilled receivable (URE) in FMS, and other information/data as requested

RESEARCH ASSISTANT - 60910

1. A baccalaureate degree from an accredited college and six months of satisfactory full-time experience in research which involves gathering, organizing and analyzing data, and report writing; or
2. An associate degree from an accredited college, or completion of 60 semester credits at an accredited college, and two years and six months of satisfactory full-time experience in research which involves gathering, organizing and analyzing data, and report writing; or
3. A four-year high school diploma or its educational equivalent and four years and six months of satisfactory full-time experience in research which involves gathering, organizing and analyzing data, and report writing; or
4. Education and experience equivalent to "1", "2", or "3" above. Undergraduate college credit can be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time experience. Completion of nine credits, at the college or graduate school level, in statistics, quantitative methods, mathematics, or research can be substituted for six months of the required experience. However, all candidates must possess a four-year high school diploma or its educational equivalent and at least six months of required experience or the nine specialized credits.
