Oversee design and construction of wastewater capital projects across NYC. Manage project teams, schedules, budgets, consultant contracts, permitting, stakeholder coordination, risk mitigation, and EHS integration. Negotiate contract modifications, monitor KPIs, supervise staff, and ensure compliance with project delivery procedures and standards.

Prepare contract documents, specifications, and final estimates; conduct engineering investigations and field surveys; develop contract plans and working drawings; compile reports, participate in engineering reviews and design projects with minimal oversight.

Review project proposals, assess feasibility and constructability, perform site-specific drainage capacity studies (GIS/InfoWorks), integrate nature-based and infrastructure solutions, develop cost/benefit analyses and scope proposals, manage consultant contracts, review design deliverables, and supervise a team of engineers.

Develop and execute audit plans, manage audit teams, review and approve audit reports (including CPA firm work), ensure provider compliance, present findings, and supervise staff performance and training.
