Represent the Comptroller’s Bureau of Law & Adjustment in evaluating, negotiating, and resolving pre-litigation claims against the City. Review and authorize settlement requests, prepare memoranda assessing liability and damages, participate in negotiations and hearings, assist on high-profile risk management matters, and coordinate with the Law Department and outside counsel.

Provide legal advice and manage complex pre-litigation claims, settlements, and lawsuits. Lead planning and preliminary design analyses for Capital Project Scope Development Studies and Enhanced Front End Planning. Review project proposals, assess feasibility and constructability, perform site-specific drainage capacity studies (GIS/InfoWorks), integrate nature-based and infrastructure solutions, develop cost/benefit analyses and scope proposals, manage consultant contracts, review design deliverables, and supervise a team of engineers.

Develop and execute audit plans, manage audit teams, review and approve audit reports (including CPA firm work), ensure provider compliance, present findings, and supervise staff performance and training.

Manage multiple public buildings capital construction programs (~80 projects, $1B), lead ~40 professional staff, ensure projects meet schedule/budget, oversee consultants/contractors, resolve design/construction/procurement issues, report to senior management and coordinate with sponsor agencies.

Manage intake and processing of new arrest cases: enter case data into ECAB tracker, monitor timelines, obtain RAP sheets, communicate with NYPD/court/legal supervisors, submit cases for e-arraignment, troubleshoot case processing, handle phone inquiries, and support DA office legal staff.

Provide data quality assurance for Electronic Case Management and NSO databases, prepare reports, manage office materials and communications, maintain billing (TCM) accuracy, ensure confidentiality/HIPAA compliance, complete required NYC NFP/DOHMH/NSO trainings and certifications, and perform other administrative duties as assigned.

Lead Applied Data Science unit projects including Master Patient Index, interoperability, and whole genome sequencing; oversee integrations, entity-resolution and service endpoints; coordinate developers, IT admins, and vendors; conduct code reviews, diagrams, stakeholder presentations; act as SQL/Python developer or data scientist as needed.

Litigate housing enforcement cases on behalf of HPD in Housing Court and occasionally Supreme Court; draft complex motions, briefs, affidavits, and legal opinions; conduct trials and prepare witnesses and evidence; negotiate on the agency's behalf; advise on enforcement and regulatory matters related to NYC Housing Maintenance Code and NYS Multiple Dwelling Law.
