Oversee the Intake unit within DCWP’s Licensing Division, processing DOHMH license applications, managing daily operations, supervising and training staff, implementing procedures, ensuring data accuracy and quality assurance, processing payments, communicating with applicants and agencies, and supporting licensing activities.

Performs accounting operations involving capital expenditures, grants, reclassifications, journal entries, reconciliations, fixed assets, bank activity, rent collections, and financial reporting. Prepares recurring reports and investigates invoices, allocations, commitments, and asset transactions. The role also supports special assignments for senior management and requires professional accounting experience or an accounting degree with specified coursework or a New York State CPA license.

Monitors and evaluates more than 25 community-based organization sites and contractors. Reviews program plans, contract performance reports, and fiscal documents; conducts site visits; provides technical assistance, training, and corrective-action guidance; participates in contract negotiations; supports program quality; prepares reports and recommendations for senior administration; and assists with additional COMPASS unit projects.

Oversee large and small contract accounts payable teams, ensuring timely, accurate, and compliant payment processing. Lead 29 staff members, drive PASSPort implementation and workflow improvements, manage accounting closings, reconciliations, audits, performance reporting, and KPI analysis. Serve as a liaison with vendors, agency stakeholders, and senior leadership while promoting transparency, customer service, teamwork, and continuous process optimization.

Supports daily identity and access management operations, including user and group administration, access provisioning, role assignments, authentication support, ticket resolution, and troubleshooting in Microsoft Entra ID. Maintains IAM security controls, documents procedures, assists stakeholders, supports service continuity, and contributes to related projects. The role is based in Brooklyn and may require nights, evenings, weekends, or other shifts in a 24/7 operation.

Supports the design, administration, maintenance, and improvement of identity and access management systems. Manages PKI operations, certificate issuance and revocation, HSM support, certificate lifecycle tooling, Active Directory, Microsoft Entra ID, access provisioning, authentication, and identity governance. Troubleshoots production issues, implements access changes, supports integrations and compliance initiatives, and coordinates with infrastructure, security, and application teams. The role may require nights, evenings, weekends, and other shifts in a 24/7 operation.

Develop and maintain Microsoft Dynamics 365 customizations, plugins, workflows, and integrations. Build front-end solutions with JavaScript, React, and PowerApps, along with back-end services using .NET, C#, and Web APIs. Collaborate with architects and QA teams to deliver secure, scalable, reliable solutions supporting mission-critical government initiatives.

Designs and maintains scalable cloud and hybrid infrastructure, CI/CD pipelines, containerized environments, monitoring systems, security automation, databases, application configurations, secrets, and certificates. Provides technical leadership and mentoring while partnering with engineering, security, and product teams. Prototypes and deploys AI models, MCP servers, and proofs of concept. May work overtime or varied shifts in a 24/7 operation.

Oversee complex IT projects from initiation through completion using Agile and JIRA. Lead multidisciplinary teams supporting DSS case management systems, manage risks and deliverables, coordinate technical upgrades and reporting, and provide project status updates. Design and guide development of scalable SQL databases, browser and mobile applications, APIs, reports, and data integration processes using Microsoft technologies. Conduct code reviews, research emerging technologies, and drive application improvement and automation initiatives.

Leads complex public safety, emergency management, and technology initiatives through planning, implementation, transition, and closeout. Develops project plans, manages budgets, risks, vendors, governance, and stakeholder communications; coordinates cross-functional teams and production transitions; reviews technical and operational documentation; and mentors project managers while improving PMO processes.
