Lead and deliver NYCHA's enterprise HCM modernization across Core HR and Workforce Management. Establish program governance and PM standards, manage scope, risks, budgets, and cross-functional delivery, coordinate stakeholders and vendors, track performance and benefits, prepare executive decision materials, and integrate change management to ensure adoption and measurable workforce outcomes.

Support PMO project delivery through business analysis, requirements gathering, process/workflow documentation, data analysis, operational support, issue resolution, stakeholder coordination, and use of Agile/Waterfall methodologies and collaboration tools.

Serve as a bridge between technology and business teams to gather requirements, define workflows, manage multiple interdependent projects, and monitor timelines and resources. Document business processes, review functional specifications, support procurement and user testing, and produce performance reports to inform continuous improvements.

Provide legal leadership and management for administrative hearings: direct legal operations, ensure decision quality and timeliness, assign and supervise hearing officers, adjudicate hearings as needed, maintain case-management procedures and systems, handle special projects and public-facing policy communication, and advise administrative staff.

Under supervision, provide end-user application support by diagnosing routine and non-routine issues, offering solutions, and responding to inquiries in a timely manner. Role is for matriculated college students with enrollment and tenure limits, supporting the DYCD IT Application Support team.

Design, build, and ship resident-facing applications across frontend, backend, mobile, and data pipelines. Integrate with modern APIs and legacy agency systems, collaborate with product, design, policy, and legal teams, run accessibility and security reviews, produce documentation and runbooks, and help productionize and maintain city services while mentoring engineers and contributing reusable patterns.

Manage ITS expense and capital budgets, review fiscal requests and spending plans, evaluate IT capital projects, coordinate with OMB/Comptroller/City Council, support major budget exercises, advise senior management on financial trends, and lead special projects.

Assist administrative law judges with preparing disciplinary reports and recommendations, perform legal research on law enforcement and administrative law issues, synthesize complex legal/factual issues, support public dissemination of decisions, and assist case management and related data/statistics.

Manage and optimize database environments (primarily Microsoft SQL Server) across development and production. Perform advanced performance tuning, query optimization, ETL design using SSIS, and reporting with SSRS. Support Azure SQL, MongoDB, MySQL, and PostgreSQL. Collaborate with development and QA for data validation, test data preparation, and software quality initiatives. Experience with QA automation tools (Selenium/Cypress) is valued. Role limited to NYC civil service-eligible candidates.

Entry-level attorneys will perform litigation-related tasks: legal research, draft briefs/pleadings/motions, take/defend depositions, interview witnesses, draft contracts/legislation, and appear in court or agencies. Placements vary by division, primarily Tort (Pre-Trial or SLED), and may be located across NYC boroughs.
