Lead DCWP's legislative portfolio and team: monitor and analyze legislation, draft testimony and reports, coordinate with agency leadership and the Mayor's Office, build stakeholder relationships, and manage public comment transcription and related projects.

Process procurements for services, goods, and construction; oversee evaluation committees and trainings; draft solicitation specifications; consult internal units on procurements; maintain procurement status reports and databases; and process contracts through registration including responsibility determinations.

Support structural design for water, wastewater, and tunnel projects by preparing plans, specifications, and calculations; conduct field visits and site investigations; perform design services during construction including shop drawing reviews, RFIs, and change orders; prepare reports, proposals, and schedules; witness testing/commissioning; coordinate with stakeholders; and review outsourced firm designs as needed.

Serve as an Attorney Interne in the IPV/DAR Unit representing the agency in administrative disqualification hearings and related court proceedings; conduct legal research; prepare motions, evidentiary packets, and ADH requests; review case records and investigations; interview witnesses; liaise with prosecutorial agencies; negotiate settlements; and maintain case files in the Fair Hearing case management system.

Manage and conduct policy and data research projects using large administrative datasets to inform DHS/HRA operations and policy. Develop and maintain performance management reports and analytics products, communicate with program areas, produce written analyses and recommendations, and support ad hoc analyses and special projects.

Represent the Comptrollers Bureau of Law & Adjustment by evaluating, negotiating, and resolving pre-litigation claims (personal injury, civil rights, labor/employment, torts); approving or denying Law Department settlement requests; preparing liability and damages memoranda; participating in settlement negotiations and hearings; assisting on confidential, media-sensitive risk management matters; and supporting senior attorneys and directors on special projects.

Lead consolidation of financial reporting and build/maintain relational databases and a front-end application (preferably PowerApps). Integrate data across budget and finance units, write and optimize SQL, document systems and SOPs, train/mentor staff, collaborate with IT and business users, and ensure data accuracy and compliance.

Lead integration of electronic case reporting, HIE, and lab data for chronic conditions; manage junior analysts and QA staff; oversee project plans, timelines, budgets; implement and test data pipelines; write proposals and collaborate across agency teams to deliver innovative data technology projects.
