Manage the Recruitment and On-Boarding unit: lead staff, oversee full-cycle recruitment, promote civil service exams, build community partnerships, advance DEIA hiring practices, maintain recruitment protocols, and report on hiring metrics.

Perform procurement and contract administration tasks for NYCERS: prepare and evaluate solicitations, manage pre-solicitation reviews, analyze vendor responsibility and pricing, ensure compliance with NYC, State, and Federal procurement rules, collaborate with vendors and internal stakeholders, and process awards, modifications, and contract extensions.

Lead planning and preliminary design for capital project scope development and resilience initiatives. Assess feasibility and constructability, perform drainage capacity analyses using GIS/InfoWorks, integrate nature-based solutions, coordinate with agencies, develop cost estimates and scope proposals, manage consultant contracts, review design deliverables, and supervise an engineering team.

Develop, maintain, and integrate .NET applications and relational databases (SQL/Oracle/DB2). Build views, functions, and stored procedures; monitor and tune database performance; manipulate and import/export datasets; enforce metadata and development standards; document systems and collaborate with project managers, users, and ITS for implementation and testing.

Manage DOI's intergovernmental and legislative affairs, coordinate outreach and education with city officials and agencies, provide legal and policy advice to leadership, supervise GCO projects and portfolios, and support investigative and law enforcement-related background checks and legal work.
